RULES & REGULATIONS OF THE THEATRE BENEVOLENT FUND

1. The infrastructure of the TBF Administration consists of a Board of Management, appointed and elected at an Annual General Meeting. They are not remunerated for their services, neither for their travelling or any other out of pocket expenses.

2. The only salaried person employed by the TBF is a part-time secretary/treasurer on a two hour a day basis. She is the main link between the entertainment fraternity and the Board and is responsible for the day to day administration, bookkeeping, handling of applications for assistance and correspondence, payment of monthly grants and accounts, arrangement of Board meetings, agendas and minutes of meetings, etc.

3. It is therefore only possible to render financial assistance to colleagues in need. Any physical help, such as funeral arrangements and visits to doctors and hospitals, must unfortunately come from friends or relatives.

4. GUIDELINES FOR GRANTING BENEFITS TO MEMBERS

4.1 Background

The Board considers assistance according to board guidelines that have been agreed to over many years and against the following backround:

4.1.1 TBF is a registered welfare organisation and not a commercial financial institution.

4.1.2 The objects of the Fund are to afford financial relief to bona-fide professional members of the entertainment industry and their dependants, who find themselves in distressed financial circumstances by reason of ill health or age or any other similar misfortune.

4.1.3 Dependants of a member are his/her spouse and minor children or a person who is legally or traditionally dependent on his/her financial support. (His/her employees in whatever capacity shall not be regarded as dependents.)

4.1.4 "Any other misfortune" excludes unemployment because of work in the entertainment industry is not available or because a member is "resting".
4.2 Loans

Loans to members shall be considered in the following circumstances:

4.2.1 When financial assistance is needed in the case of illness, death in the family or temporary impairment such as eyesight, injury, hearing, dental, etc. payment of medical expenses or part thereof, to be repaid with or without interest.

4.2.2 If injury, illness or impairment result in temporary unemployment a subsistence allowance to cover rental, electricity and basic food requirements may be considered:

4.2.2.1. If rental or electricity be paid, it will be paid direct to the lessor or municipality.
4.2.2.2. If funeral expenses be paid, it will be paid direct to the undertaker.
4.2.2.3. If medical or hospital bills be paid accounts will be settled direct with the doctor or the hospital.
4.2.3 Recipients of loans shall be required to sign an agreement with TBF, which sets out the conditions of repayment.

4.2.4 Payments of interest shall depend on the financial status of the applicant when the loan is granted.

4.2.5 The TBF reserves the right to take legal action against applicants for the recovery of a loan and accrued interest should no effort have been made to repay the loan as agreed upon.


4.3 Donations

4.3.1 Depending on an applicant's financial position the TBF may decide in exceptional circumstances to make a non-repayable single donation towards the applicant's financial requirements.

4.3.2 Depending on the amount of the donation the TBF may require a written statement from the applicant setting out his/her financial position, before a donation will be considered.
4.4 Monthly Grants-In-Aid

4.4.1 The TBF shall make monthly financial grants to members who are unable to earn a living in any other way because of old age or ill health. However, a member who is in good health and able to make a living outside the entertainment industry will normally not be considered for a monthly grant-in-aid until he ore she has reached the age of 65 years.

4.4.2 Applications for permanent non-repayable monthly allowances must be accompanied by a certified statement of all moveable and immovable assets, including monthly income from whatever source, as well as expenses such as rent, electricity, telephone, groceries, travelling, medical, insurance premiums, etc.

4.4.3 In most cases a monthly allowance will only be to subsidise an applicant's living requirements and to afford full financial relief. But in exceptional circumstances consideration will be given to assist an applicant with his/her full basic financial needs.

4.4.4 From time to time a recipient of an allowance will be required to make a sworn statement that he/she is still alive and dependent on the allowance.
4.5 Relocation

Should a recipient of a monthly grant:

4.5.1 Be forced to move from the present dwelling for financial reasons; or
4.5.2 Move in order to be near or close to relatives or friends; or
4.5.3 Move for medical reasons, the TBF may consider assisting with the payment of such relocation expenses, the amount to be treated either as a repayable loan or a single grant, non-repayable depending on the applicants financial circumstances.
